《中国政府透明度（2018）》以实证和量化研究为主要方法、立足一线的实践经验、使用一手数据材料，对2017年度全国政务公开工作开展情况进行了观察和总结。本书立足全国，坚持结果导向，从决策公开、执行公开、管理公开、服务公开、结果公开、解读回应、依申请公开等方面对2017年各级政府部门政务公开工作进行了全面评估，围绕一些与社会公众切身利益密切相关、社会关注度高的领域的政务公开展开了专项调研，并选取了一些有代表性的省、市对地方政务公开工作进行了有针对性的梳理。本书认为，《政府信息公开条例》施行10年来中国政府信息与政务公开工作不断完善，2017年中国透明政府建设取得新的进展。未来，应继续提高对政务公开工作的认识，不断完善政务公开工作的法律支撑和工作机制，实现新时代政务公开工作和法治政府、透明政府建设的新跨越。

"Chinese Government Transparency (2018)" observes and summarizes the development of national government affairs openness in 2017 based on empirical and quantitative research, practical experience based on frontline practical experience, and the use of first-hand data materials. Based on the whole country, this book adheres to the result orientation, comprehensively evaluates the government affairs openness work of government departments at all levels in 2017 from the aspects of decision-making disclosure, implementation disclosure, management disclosure, service disclosure, result disclosure, interpretation response, and application disclosure, and conducts special research on government affairs openness in some areas closely related to the vital interests of the public and high social concern, and selects some representative provinces and cities to sort out the local government affairs openness work. This book argues that in the 10 years since the implementation of the Open Government Information Regulations, the Chinese government's information and government affairs openness work has been continuously improved, and new progress has been made in the construction of a transparent government in China in 2017. In the future, we should continue to improve our understanding of open government affairs, continuously improve the legal support and working mechanism for open government affairs, and achieve a new leap in the work of open government affairs in the new era and the construction of a government ruled by law and a transparent government.
