本报告以国内外大学科技创新力相关指标体系为参考,综合选取30个评价指标,建立了以科技创新支撑力、科技创新投入力、科技创新产出力以及科技创新贡献力四个维度的大学科技创新力指标体系。我们选取“双一流”大学建设中水平最具有代表性的64所教育部属大学为样本,根据2014—2016年的相关统计数据,进行指数的统计回归分析。研究表明,目前中国大学的科技创新水平跟发达国家相比仍显弱势,呈现了大学间科技创新资源分布不均,大学科技创新成果转化不足等问题。在“双一流”大学建设的推动下,中国髙校应重点提升科技创新能力,提高科技创新的投入产出率,以市场需求为导向促进科技成果转化,推动和引领中国传统产业的转型和高新技术产业的快速发展,为建立高等教育强国和建设科技强国的发展目标而努力奋斗。

This report takes the relevant index system of scientific and technological innovation of universities at home and abroad as a reference, comprehensively selects 30 evaluation indicators, and establishes a university scientific and technological innovation index system with four dimensions: scientific and technological innovation support, scientific and technological innovation input, scientific and technological innovation output and scientific and technological innovation contribution. We selected 64 universities affiliated to the Ministry of Education with the most representative level of "Double First-class" universities as a sample, and conducted statistical regression analysis of the index based on relevant statistics from 2014 to 2016. The research shows that the current level of scientific and technological innovation of Chinese universities is still weak compared with developed countries, which presents problems such as uneven distribution of scientific and technological innovation resources among universities and insufficient transformation of scientific and technological innovation achievements in universities. Under the impetus of the construction of "double first-class" universities, China's universities should focus on improving their scientific and technological innovation capabilities, improve the input-output rate of scientific and technological innovation, promote the transformation of scientific and technological achievements guided by market demand, promote and lead the transformation of China's traditional industries and the rapid development of high-tech industries, and strive for the development goals of building a strong country in higher education and building a strong country in science and technology.(AI翻译)
