内容简介

党的十八大以来，在以习近平同志为核心的党中央坚强领导下，我国区域协调发展取得明显的成效，积累了许多宝贵的实践经验，并作为一项重要的战略写入到党的十九大报告。本书基于区域协调发展的理论内涵和基本目标，构建了一个能够适用于长期跟踪分析我国区域协调发展成效的评价指标体系。测算结果表明，2012—2020年中国区域协调发展指数呈现持续上升的势头，“十三五”时期上升幅度更大。在指数变化中，基础设施通达程度和基本公共服务均等化是推动区域协调发展的主要力量，人民生活水平差距、地区比较优势发挥和绿色低碳协同发展也起了重要的作用。从分项指数值来看，地区发展差距有所收敛，居民收入和消费水平差距趋于缩小，但地区发展的绝对差距仍然较大，促进各地区相对均衡发展仍是一项长期性的艰巨任务；各地区基本公共服务均等化取得明显进步，但各地区教育、医疗、养老等公共服务发展还不够均衡、同步。各地区交通、通讯等基础设施明显改善，基础设施通达程度迅速提高，居民出行效率得到较大提升。地区比较优势发挥作用有所增强，但还不够充分，要素空间配置效率还有待于改善；各地区高度重视生态文明建设，绿色低碳协同发展成效显现，节能降耗、碳排放、重点流域水环境治理、大气污染防治等方面都实现不同程度改善。总之，这些年我国区域协调发展的成效是来之不易的，这必将在新发展格局下为未来推动优势互补高质量发展的区域经济布局创造有利的条件。

Since the 18th National Congress of the Communist Party of China, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, China's coordinated regional development has achieved obvious results, accumulated a lot of valuable practical experience, and written into the report of the 19th National Congress of the Communist Party of China as an important strategy. Based on the theoretical connotation and basic objectives of coordinated regional development, this book constructs an evaluation index system that can be applied to long-term tracking and analysis of the effectiveness of coordinated regional development in China. The calculation results show that China's regional coordinated development index from 2012 to 2020 showed a continuous upward momentum, and the increase was even greater during the "13th Five-Year Plan" period. In the index change, the degree of infrastructure access and the equalization of basic public services are the main forces to promote the coordinated development of the region, and the gap in people's living standards, the development of regional comparative advantages and the coordinated development of green and low-carbon also play an important role. From the perspective of sub-index values, the regional development gap has narrowed, and the gap between residents' income and consumption level tends to narrow, but the absolute gap in regional development is still large, and promoting the relatively balanced development of various regions is still a long-term and arduous task. Significant progress has been made in the equalization of basic public services in various regions, but the development of public services such as education, medical care, and old-age care in various regions is not balanced and synchronized. The infrastructure such as transportation and communication in various regions has been significantly improved, the degree of infrastructure accessibility has been rapidly improved, and the travel efficiency of residents has been greatly improved. The role of regional comparative advantages has been enhanced, but it is not sufficient, and the efficiency of factor space allocation needs to be improved. All regions attach great importance to the construction of ecological civilization, and the results of green and low-carbon coordinated development have been revealed, and energy conservation and consumption reduction, carbon emissions, water environment governance in key river basins, and air pollution prevention and control have been improved to varying degrees. In short, the results of China's coordinated regional development in recent years have not come easily, which will surely create favorable conditions for promoting the regional economic layout of complementary advantages and high-quality development in the future under the new development pattern.
