世界经济总因分歧与共谋而跌宕起伏，变幻莫测。为此，“中国宏观经济与财政政策分析”课题组自成立（2008年）以来，以季度为单元，始终关注我国宏观经济的运行和世界经济的发展情况。对各国财政收支及风险情况、宏观调控的搭配框架，以及财政政策的运行和调整方案等做了深入的跟踪分析，形成了系列季度报告。通过对各季度报告的整理编排，课题组每两年出版一本年度成果，本书是就课题组2018-2019年度的研究成果整理而成。课题组针对中美贸易争端背景下的全球经济复苏和其运行机制进行了探讨和有益思考，从供给侧2.0版本到借助财政和货币政策优化营商环境，实现了宏观和微观层面的全覆盖，对于我国进一步提升宏观调控的科学性、制度性、规范性、战略性和前瞻性具有较大的借鉴和支撑作用，也为实际工作部门、社会经济分析和研究部门的工作起到了一定的服务和指导作用。

The world economy is always subject to ups and downs and unpredictability due to disagreement and complicity. For this reason, since its establishment in 2008, the “Analysis of China's Macroeconomic and Fiscal Policies” group has been paying attention to the operation of China's macroeconomy and the development of the world economy on a quarterly basis. It has made in-depth tracking and analysis on the fiscal balance and risk situation of each country, the matching framework of macro-control, as well as the operation and adjustment program of fiscal policy, etc., and formed a series of quarterly reports. By organizing and arranging the quarterly reports, the group publishes an annual result every two years, and this book is compiled on the research results of the group in 2018-2019. The group has explored and beneficially thought about the global economic recovery and its operation mechanism in the context of the trade dispute between China and the United States, from the supply side version 2.0 to the optimization of the business environment with the help of fiscal and monetary policies, achieving full coverage at the macro and micro levels, which is of greater reference and support for China's further enhancement of the scientific, institutional, normative, strategic and prospective nature of macroeconomic regulation and control, and also for the practical It also serves and guides the work of practical departments, socio-economic analysis and research departments.
