本报告由前言和四篇共三十三章内容组成。

第一篇是中国中小微企业转型升级若干综合问题调研报告，内容包括：“稳定匹配”理论原理及对中国经济转型升级的启示；中国工业绿色转型的国际经验借鉴与发展策略调研报告；浙江海宁综合要素改革经验与借鉴的调研报告；新形势下浙江县域经济治理及风险防范模式的调研报告；构建创业生态系统的调研报告；大力发展农村电子商务带动中国农业现代化的调研报告；发展小微养老机构促进中国养老社会化的调研报告；德国制造业发展的经验与借鉴的调研报告。

第二篇是中国中小微企业转型升级若干专题调研报告，内容包括：中小企业减负调研报告；外资侵蚀中国品牌加剧的调研报告；浙江省民营企业跨国并购战略机遇与运作风险的调研报告；完善小微企业种子基金的调研报告；中国中小企业移动电子商务发展的调研报告；构建转贷引导基金破解中小微企业连环倒闭难题调研报告；浙江省民营企业境外投资审批制度改革调研报告；建立中小企业经营安全互助基金的调研报告；建构知识产权产业化转化与交易流转综合平台的调研报告。

第三篇是中国中小微企业景气动态数据研究报告，内容包括：中小微企业动态景气指数理论与方法；2013年中国中小微企业景气指数评价研究；2014年中国中小微企业景气指数评价研究；2013年中国主要城市中小微企业景气指数评价研究；2014年中国主要城市中小微企业景气指数；浙江省中小企业景气指数测评；浙江省主要行业景气指数测评。

第四篇是中国中小微企业转型升级政策前沿与实证研究报告，内容包括：国内外中小企业创新政策前沿的调研报告；浙江和台湾中小企业发展与创业环境的调研报告；中小企业渐进式创新影响因素的实证调研报告；浙江产业集群科技中介功能与集群绩效实证研究报告；浙江高技术企业获取模式与创新绩效实证研究报告；中小企业集聚模式变迁诱因与成长性实证研究报告；中小企业发展与城乡收入差距实证研究报告；中小企业社会资本与技术创新实证研究报告。

本报告是国家自然科学基金重点项目（71332007）、国家社会科学基金重大项目（12＆ZD199、12＆ZD098）、国家社会科学基金一般项目（12CJY037、13CGL020、13CJY061、14CSH071、14BJY084、14CRK002、14CGL004）的阶段性研究成果，也是浙江省哲学社会科学重点研究基地——技术创新与企业国际化研究中心资助项目、浙江工业大学中小微企业转型升级协同创新中心资助项目与浙江工业大学中国中小企业研究院资助项目的研究成果。

本报告由池仁勇、林汉川、蓝庆新负责，池仁勇、林汉川、蓝庆新、刘道学、吴宝具体负责报告的设计、组织与统撰工作。

This report consists of a foreword and four chapters, totalling 33 chapters.

The first one is a research report on some comprehensive issues of transformation and upgrading of Chinese micro, small and medium enterprises (MSMEs), which includes: the principle of ‘stable matching’ theory and its inspiration for China's economic transformation and upgrading; the research report on international experience and development strategy of China's industrial green transformation; the research report on the experience and reference of Zhejiang Haining's comprehensive factor reform; the research report on the governance and risk prevention mode of Zhejiang county economy under the new situation; the research report on building entrepreneurial ecosystem; the research report on vigorously developing rural e-commerce to drive China's agricultural modernisation; the research report on developing MSMEs. Research report on Zhejiang County Economic Governance and Risk Prevention Model under New Situation; Research report on Building Entrepreneurial Ecosystem; Research report on Vigorously Developing Rural E-commerce to Drive China's Agricultural Modernisation; Research report on Developing Small and Micro Pension Institutions to Promote China's Pension Socialisation; Research report on German Manufacturing Industry Development Experiences and Drawing Lessons from Them.

The second part is a research report on several topics of transformation and upgrading of Chinese SMEs, including: a research report on burden reduction of small and medium-sized enterprises; a research report on the intensification of foreign investment erosion of Chinese brands; a research report on the strategic opportunities and operational risks of cross-border mergers and acquisitions of private enterprises in Zhejiang Province; a research report on the improvement of the seed fund for small and medium-sized enterprises; a research report on the development of mobile e-commerce for small and medium-sized enterprises; a research report on the construction of a revolving loan guiding fund to crack the problem of serial closures of small and medium-sized enterprises. The research report on the research report on the reform of overseas investment approval system of private enterprises in Zhejiang Province; the research report on the research report on the establishment of mutual aid fund for SMEs' business safety; and the research report on the research report on the research report on the construction of a comprehensive platform for the industrialisation, transformation, and transaction of intellectual property rights.

The third part is a research report on the dynamic data of China's micro, small and medium-sized enterprises (MSMEs), which includes: the theory and methodology of dynamic prosperity index of MSMEs; evaluation study of China's MSME prosperity index in 2013; evaluation study of China's MSME prosperity index in 2014; evaluation study of China's MSME prosperity index in major cities in 2013; evaluation study of China's MSME prosperity index in 2014; evaluation report of Zhejiang Province's MSME prosperity index; research report of Zhejiang Province's MSME prosperity index. Index; Zhejiang Province SME Prosperity Index Measurement; Zhejiang Province Major Industries Prosperity Index Measurement.

The fourth part is a research report on the policy frontiers and empirical studies on the transformation and upgrading of China's SMEs, including: a research report on the innovation policy frontiers of SMEs at home and abroad; a research report on the development and entrepreneurial environments of SMEs in Zhejiang and Taiwan; a research report on the empirical studies on the influencing factors of SMEs' incremental innovations; a report on the empirical studies on the science and technology intermediary functions of Zhejiang's industrial clusters and the performance of the clusters; a research report on the acquisition modes of Zhejiang's high-tech enterprises and innovation performance; empirical research report; empirical research report on the causative factors of SME agglomeration mode change and growth; empirical research report on the development of SMEs and the urban-rural income gap; empirical research report on the social capital of SMEs and technological innovation.
