“是药三分毒”，药品虽然可以用来治愈疾病，但也会对人体健康产生一定的风险，因此药品安全治理的核心是风险治理，即药品对人体的客观风险挑战和主观风险认知能够控制在正常的临界值之内。本书以国际通行的风险治理理论作为指导，从公共治理角度对近年来中国政府在药品安全风险治理方面的改革与探索进行了总结与分析，内容涉及药品安全风险治理的理论与实践，其核心是要探索建立既符合国际社会共性、又符合中国国情的药品安全风险治理体系。

Although drugs can be used to cure diseases, they will also cause certain risks to human health, so the core of drug safety governance is risk governance, that is, the objective risk challenge and subjective risk perception of drugs to the human body can be controlled within the normal critical value. Guided by the internationally accepted risk governance theory, this book summarizes and analyzes the reform and exploration of the Chinese government in drug safety risk governance in recent years from the perspective of public governance, involving the theory and practice of drug safety risk governance, and its core is to explore the establishment of a drug safety risk governance system that conforms to the commonality of the international community and China's national conditions.
