“是药三分毒”，药品虽然可以用来治愈疾病，但也会对人体健康产生一定的风险，因此药品安全治理的核心是风险治理，即药品对人体的客观风险挑战和主观风险认知能够控制在正常的临界值之内。本书以国际通行的风险治理理论作为指导，从公共治理角度对近年来中国政府在药品安全风险治理方面的改革与探索进行了总结与分析，内容涉及药品安全风险治理的理论与实践，其核心是要探索建立既符合国际社会共性、又符合中国国情的药品安全风险治理体系。

刘鹏，先后毕业于中山大学和香港中文大学，获政治学博士，现任教于中国人民大学公共管理学院行政管理学系，同时兼任美国公共管理学会会员、国家食品药品监督管理总局风险交流咨询专家、中国药品监督管理研究会专家委员，主要研究方向为风险治理与政府监管、公共安全、卫生政策，曾在《中国软科学》《中国行政管理》《公共管理学报》、Regulation&Governance，Food Policy，Journal of Contemporary China等刊物发表中英文论文40余篇，其中被SSCI收录10篇，CSSCI收录30篇，主持国家自然科学基金、中央网信办、国家食品药品监督管理总局等多项研究课题。
