伴随我国改革开放以来四十多年的高速发展，各类型开发区（产业园区）实现了发展规模和质量上的快速成长，并已成为我国参与全球制造业价值链分工的重要载体，优化产业空间布局的有力措施以及推动区域经济协同发展的强大动力。本报告坚持创新、协调、绿色、开放、共享的新发展理念，构建国家级产业园区高质量发展评价指标体系，科学评估国家级产业园区发展情况，通过对30个省区层面和105个园区层面数据分析评价，总结国家级产业园区取得的成绩，实事求是地分析国家级产业园区发展中存在的问题，针对性地提出促进不同区域产业园区高质量发展的政策建议。

With the rapid development of more than 40 years since China's reform and opening up, various types of development zones (industrial parks) have achieved rapid growth in development scale and quality, and have become an important carrier for China to participate in the division of labor in the global manufacturing value chain, a powerful measure to optimize the spatial layout of the industry and a strong driving force to promote the coordinated development of the regional economy. 史丹，中国社会科学院工业经济研究所所长、研究员、博士生导师。享受国务院特殊津贴。入选中共中央组织部、人力资源和社会保障部万人计划、国家高层次人才特殊支持计划领军人才，中共中央宣传部“文化名家暨四个一批”人才工程。《中国工业经济》和《经济管理》以及China Economist主编，国家能源委员会专家咨询委员会委员，国家气候变化专家委员会委员，中国工业经济学会理事长兼副会长，主要研究领域为产业与能源经济，绿色低碳发展等。主持国家社科基金重大课题、国家自然科学基金课题，国家发展和改革委员会、国家能源局、工信部等部委和省市委托课题百余项，在《经济研究》《管理世界》《中国工业经济》等顶级刊物公开发表各类文章150多篇，撰写专著30余部，获得国家级、省部级学术奖励30余项。
