伴随我国改革开放以来四十多年的高速发展，各类型开发区（产业园区）实现了发展规模和质量上的快速成长，并已成为我国参与全球制造业价值链分工的重要载体，优化产业空间布局的有力措施以及推动区域经济协同发展的强大动力。本报告坚持创新、协调、绿色、开放、共享的新发展理念，构建国家级产业园区高质量发展评价指标体系，科学评估国家级产业园区发展情况，通过对30个省区层面和105个园区层面数据分析评价，总结国家级产业园区取得的成绩，实事求是地分析国家级产业园区发展中存在的问题，针对性地提出促进不同区域产业园区高质量发展的政策建议。

With the rapid development of more than 40 years since China's reform and opening up, various types of development zones (industrial parks) have achieved rapid growth in development scale and quality, and have become an important carrier for China to participate in the division of labor in the global manufacturing value chain, a powerful measure to optimize the spatial layout of the industry and a strong driving force to promote the coordinated development of the regional economy. This report adheres to the new development concept of innovation, coordination, green, openness and sharing, builds an evaluation index system for the high-quality development of national industrial parks, scientifically evaluates the development of national industrial parks, summarizes the achievements of national industrial parks through data analysis and evaluation at the level of 30 provinces and 105 parks, analyzes the problems existing in the development of national industrial parks in a truth-seeking manner, and puts forward policy suggestions to promote the high-quality development of industrial parks in different regions.
