绿色与智慧是人类文明发展的必然方向，绿色智慧城市建设既是中国新常态下实现经济高质量发展的有效路径，又是满足人民群众对美好生活向往的现实需要。本报告延续了2018年中国绿色智慧城市发展智库报告的研究，着眼于绿色智慧城市的人本化、生态化、智能化、系统化四个特征，构建了包含绿色城市、智慧城市和人文城市三大领域22个指标的评价指标体系，计算了中国286个地级及以上城市的绿色智慧发展水平，并分析了这286个城市绿色智慧发展水平的时空特征。本报告针对中国绿色智慧城市建设中存在的主要问题，提出了对策建议供相关决策部门参考。

Green and smart is the inevitable direction of the development of human civilization, and the construction of green smart city is not only an effective way to achieve high-quality economic development under China's new normal, but also a realistic need to meet the people's yearning for a better life. This report continues the research of the 2018 China Green Smart City Development Think Tank Report, focusing on the four characteristics of humanization, ecology, intelligence and systematization of green and smart cities, constructing an evaluation index system containing 22 indicators in the three fields of green city, smart city and humanistic city, calculating the green and smart development level of 286 cities at the prefecture level and above in China, and analyzing the temporal and spatial characteristics of the green and smart development level of these 286 cities. This report puts forward countermeasures and suggestions for the reference of relevant decision-making departments in view of the main problems existing in the construction of green and smart cities in China.
