This book systematically expounds the scientific connotation and major theoretical and practical significance of the green and low-carbon circular development economic system. A quantitative measurement method for the construction level of the green and low-carbon circular development economic system was established, and the evaluation was carried out at the provincial level. Based on the research and analysis, the construction practice of green and low-carbon circular development economic system in four typical cities of Taizhou, Weihai, Liupanshui and Neijiang was summarized. Then, three typical green and low-carbon circular development economic system construction models of green economy-led, low-carbon economy and circular economy were extracted, and the common construction experience and common difficulties and challenges were summarized. Finally, from the aspects of enhancing the driving force of green and low-carbon circular development, accelerating the green transformation of the industrial system, vigorously developing green finance, creating a green and low-carbon circular living system, and promoting the modernization of the ecological environment governance system and governance capacity, policy suggestions for promoting the construction of a green and low-carbon circular development economic system are put forward.
