本书的编写工作由中国社会科学院人事教育局局长张冠梓同志主持,由中国社会科学院人事教育局、国际合作局、信息情报院、财经战略研究院、世界经济与政治研究所、人口与劳动经济研究所、城市与竞争力研究中心以及中国教育科学研究院的干部学者共同参与完成。
本书将“人才”这一概念置于中国的具体实际进行考察和归纳,在参考国外典型人才培养范式的基础上,从“人才培养的意义”“中国人才培养的制度优势”“中国人才制度的实证分析”以及“中国人才竞争力的国际比较指数”等方面,对中国人才队伍建设现状进行具体分析,以此为基础,结合实际国情给出了相应政策建议。本书对于中国未来优化人才选才理念和营造良序的人才生态环境具有重要的参考价值。

The compilation of this book was presided over by Comrade Zhang Guanzi, Director of the Personnel Education Bureau of the Chinese Academy of Social Sciences, and attended by cadres and scholars from the Personnel Education Bureau of the Chinese Academy of Social Sciences, the International Cooperation Bureau, the Information and Information Institute, the Institute of Financial Strategy, the Institute of World Economy and Politics, the Institute of Population and Labor Economics, the Urban and Competitiveness Research Center, and the Chinese Academy of Education Sciences. On the basis of referring to typical foreign talent training paradigms, this book examines and summarizes the concept of "talent" in China's specific reality, and makes a specific analysis of the current situation of the construction of Chinese talent team from the aspects of "the significance of talent training", "the institutional advantages of Chinese talent training", "the empirical analysis of the Chinese talent system" and "the international comparative index of Chinese talent competitiveness", and gives corresponding policy suggestions based on the actual national conditions.
