素有“陇中苦瘠甲于天下”之称的定西市位于甘肃省中部，境内丘陵起伏，沟壑纵横，历史上自然条件严酷、生态环境脆弱，灾害频发、干旱缺水，基础设施建设落后、社会经济发展水平低，人民生活长期徘徊在温饱线上。为了改变当地的贫困面貌，在党中央、国务院和甘肃省委、省政府的亲切关怀和帮助下，1982年启动的“三西”扶贫开发计划拉开了定西市有计划、有组织、大规模区域性扶贫开发的序幕，此后的“八七”扶贫、开发式扶贫、整村推进扶贫均取得了显著的扶贫成效。2013年精准扶贫精准脱贫政策的实施则使定西市进入了脱贫攻坚的决胜期、改革开放的深化期和民生改善的黄金期，历史性地消灭了贫困，定西市将与全国一道步入全面小康。
《中国脱贫攻坚调研报告：定西篇》共九章。首先介绍了定西市的社会经济发展状况、历史上贫困的成因和扶贫开发历程与实践。在此基础上，对定西市精准扶贫政策体系与主要内容、精准扶贫开发的重要举措和成效进行了梳理。为进一步体现定西市精准扶贫政策成效，《中国脱贫攻坚调研报告：定西篇》针对当地具有典型意义的马铃薯、中医药、新能源、养殖业、劳务输转、金融扶贫等展开案例分析，对其精准扶贫的内容与措施、扶贫模式、扶贫成效、经验启示进行了剖析。最后，在客观分析精准扶贫精准脱贫实践意义的情况下，总结得出了定西市精准扶贫精准脱贫的经验，并就进一步巩固脱贫成果、解决相对贫困问题的政策措施进行了探讨。
Known as ‘Longzhong bitter barren A in the world,’ said Dingxi City is located in central Gansu Province, rolling hills, gullies and ravines, historically harsh natural conditions, fragile ecological environment, frequent disasters, drought and water shortages, backward infrastructure, low socio-economic development, people's lives have long hovered in the subsistence line. In order to change the face of local poverty, in the CPC Central Committee, the State Council and the Gansu Provincial Party Committee, the provincial government's cordial care and help, started in 1982, ‘three west’ poverty alleviation and development plan opened Dingxi City, planned, organised, large-scale regional poverty alleviation and development of the prelude to the ‘eighty-seven’ poverty alleviation, developmental poverty alleviation and development of the ‘eighty-seven’ poverty alleviation, developmental poverty alleviation and developmental poverty alleviation. Since then, the ‘87’ poverty alleviation programme, developmental poverty alleviation programme and village-wide poverty alleviation programme have achieved remarkable results in poverty alleviation, while the implementation of the policy of precise poverty alleviation and precise poverty alleviation in 2013 has enabled Dingxi City to enter the decisive period of poverty alleviation, the deepening of reform and opening-up, and the golden period of improving people's livelihoods, and to historically eliminate poverty, so that the city of Dingxi City will join the nation in entering into the overall well-being of the people.
The Research Report on China's Poverty Eradication: Dingxi consists of nine chapters. Firstly, it introduces the socio-economic development of Dingxi City, the causes of poverty in history and the history and practice of poverty alleviation and development. On this basis, the policy system and main contents of precise poverty alleviation in Dingxi City, and the important initiatives and effectiveness of precise poverty alleviation and development are sorted out. In order to further reflect the effectiveness of precise poverty alleviation policies in Dingxi, the Research Report on China's Poverty Alleviation: Dingxi Chapter carries out case analyses of typical local potato, traditional Chinese medicine, new energy, aquaculture, labour transfer and financial poverty alleviation, etc., and analyses the contents and measures of precise poverty alleviation, poverty alleviation modes, poverty alleviation effectiveness, and the inspiration from the experience. Finally, under the objective analysis of the practical significance of precise poverty alleviation and poverty elimination, it summarises the experience of precise poverty alleviation and poverty elimination in Dingxi City, and discusses the policy measures to further consolidate the results of poverty elimination and solve the problem of relative poverty.
