Abstract: Dingxi City, known as "Longzhong Bitter and Barren Armor in the World", is located in the central part of Gansu Province, with rolling hills, ravines and ravines, harsh natural conditions in history, fragile ecological environment, frequent disasters, drought and water shortage, backward infrastructure construction, low level of social and economic development, and people's lives have hovered on the food and clothing line for a long time. In order to change the local poverty situation, with the kind care and help of the Party Central Committee, the State Council, the Gansu Provincial Party Committee and the Provincial Government, the "Three West" poverty alleviation and development plan launched in 1982 kicked off the prelude to planned, organized and large-scale regional poverty alleviation and development in Dingxi City. The implementation of the targeted poverty alleviation policy in 2013 has enabled Dingxi City to enter a decisive period of poverty alleviation, a period of deepening reform and opening up, and a golden period of improvement of people's livelihood, historically eliminating absolute poverty, and Dingxi City will enter a comprehensive well-off together with the whole country. The report consists of nine chapters. Firstly, the socio-economic development of Dingxi City, the causes of poverty in history, and the course and practice of poverty alleviation and development were introduced. On this basis, the policy system and main contents of targeted poverty alleviation in Dingxi City, as well as the important measures and results of targeted poverty alleviation and development, were sorted out. In order to further reflect the effectiveness of Dingxi City's precision poverty alleviation policy, the book analyzes the typical local potatoes, traditional Chinese medicine, new energy, aquaculture, labor service transfer, financial poverty alleviation, etc., and analyzes the content and measures of precision poverty alleviation, poverty alleviation models, poverty alleviation results, and experience enlightenment. Finally, under the condition of objectively analyzing the practical significance of precise poverty alleviation and precise poverty alleviation, the experience of precise poverty alleviation and precise poverty alleviation in Dingxi City is summarized, and the policy measures to further consolidate the poverty alleviation results and solve the problem of relative poverty are discussed. The implementation of the anti-poverty policy in 2013 made Dingxi enter the decisive stage of poverty alleviation,all the counties and districts of Dingxi will have been lifted out of poverty in the end of 2020.There are nine chapters in this book. Firstly,it introduces the social and economic development of Dingxi,the causes of poverty and the process of poverty alleviation and development. On this basis,the paper sorts out the policy system and main contents,as well as the important measures and effects of the development of the precision poverty alleviation in Dingxi.To further demonstrate the effectiveness of the targeted poverty alleviation and Development Policy,the book focuses on poverty alleviation from the aspects of the typi cal potato industry,traditional Chinese medicine industry,new energy industry,aquaculture and other industries in the city,as well as labor transfer and poverty alleviation,on the aspect of financial poverty alleviation, the paper makes a detailed analysis of the process of industrial development,the content and measures，the model,the effectiveness and the experience of poverty alleviation,and further comprehensive analysis of the lo cal industrial experience of poverty alleviation,with a view to relevant regions,related industries to provide reference for poverty alleviation. Finally,based on the objective analysis of the practi cal significance of precision poverty alleviation,the author concludes the experience and reference of Dingxi precision poverty alleviation.
