This book provides a comparative study of higher education expenditure performance evaluation in Brazil, Russia, India, and China from an inclusive perspective. Since the BRIC countries have similarities in many aspects such as economic development level and background, especially the demand for higher education for socio-economic development, this study unveils the development achievements, problems and coping strategies of the four countries in the inclusiveness of higher education expenditure performance evaluation, and provides mutual enlightenment for the improvement of the inclusiveness of higher education expenditure performance evaluation in Brazil, Russia, India and China.
