本书分为上下卷，主要由潘家华研究员在气候变化研究领域的论文及研究报告构成。潘家华研究员在气候变化政治经济学领域是领军人物，著述颇丰。全书分为理论篇、方法篇、治理篇和政策篇四部分。理论篇包括气候变化经济学总论、气候变化政治经济学和碳排放与人文发展；方法篇包括温室气体减排经济学分析和低碳经济发展经济学；治理篇包括国际气候制度设计和构建、中国的角色和选择；政策篇分为低碳转型的政策选择、节能减排与低碳发展、适应气候变化三章。气候变化经济学涉及的学科领域包括福利经济学、发展经济学、国际政治经济学、产权经济学等。正是在多学科交叉背景下，气候变化经济学逐步发展起来。本书也提出一些理论、方法、政策和案例，对于发展中国家在国际气候谈判中争取公平权益、获得发展空间，以及发展中国家向低碳经济、生态经济转型，具有很高的学术价值。气候变化经济学是中国社科院的优势学科，也是一个新学科，目前没有成体系的理论和方法。气候变化经济学框架构建已基本完成，内容已经很充分，从基本概念、框架和体系方面奠定了气候变化经济学基础，对推动气候变化经济学发展、社科院优势学科建设和我社学科化出版，以及国内外学科话语体系也具有重要意义。

The book is divided into two volumes, mainly composed of the papers and research reports of Professor Pan Jiahua in the field of climate change research. 潘家华，中国社科院城市发展与环境研究所所长、研究员，可持续发展研究中心主任、研究生院教授、博士生导师；国家气候变化专家委员会委员、国家外交政策咨询委员会委员、国家环境咨询委员会委员及环境保护部科学技术委员会委员、中国城市经济学会副会长、中国生态经济学会副会长、国家973项目首席科学家，入选中组部《国家高层次人才特殊支持计划》（“万人计划”）首批哲学社会科学领军人才。主要研究领域包括可持续发展经济学、土地与资源经济学、世界经济、能源与气候政策等。主持了多项国际合作、国家自然科学基金、科技支撑；973项目、院重大等研究项目28项，撰写和主编学术专著8部，在《科学》（2008，10；2012，6）、《自然》（2009，10）、《牛津经济政策评论》（2009，10）等国际和《中国社会科学》（2002；2009）和《经济研究》（1993；2008）等国内刊物上发表中英文论（译）著300余篇（章、部）。获中国社科院第二届优秀成果二等奖、中国社科院第四届优秀成果一等奖、第十四届孙冶方经济科学奖等奖项。获绿色中国年度人物（2010-2011年）称号。
