2010年是中国社会福利元年，标志中国特色总体性与现代性社会福利制度时代来临。现代社会福利制度主要由国家福利、市场福利与“中观层次”社会福利体系三大部分组成，社区福利体系是中观层次社会福利体系的重要组成部分。在“中国梦”，尤其是“美好生活需要”社会福利制度范式宏观历史背景下，本书主要从社会福利、人类需要理论与社区福利体系建设角度，首次论述“中国社区福利体系”议题。

本书最大特点是首次全面、系统、历史地论述中国城乡社区历史，社区福利理论基础，国家、市场与社区关系，社区服务与社区建设模式，社区就业与地方经济，社区福利财政与地方财政等诸多基本议题，是了解当代中国社会结构变迁现状、社区居民生活质量和发展趋势的最佳视角。

2010 is the first year of social welfare in China, marking the advent of the era of the overall and modern social welfare system with Chinese characteristics. The modern social welfare system is mainly composed of three parts: national welfare, market welfare and "meso-level" social welfare system, and the community welfare system is an important part of the meso-level social welfare system. Under the macro-historical background of the "Chinese Dream", especially the paradigm of "the need for a better life", this book discusses the topic of "China's community welfare system" for the first time from the perspective of social welfare, human needs theory and community welfare system construction.
