中国的脱贫之道

2019年4月，中国社会科学院积极响应国家主席习近平在2018年中非合作论坛北京峰会开幕式主旨讲话精神，成立中国非洲研究院，旨在同非洲各国深化文明互鉴，加强治国理政和发展经验交流，为中非共建“一带一路”，共同建设面向未来的中非全面战略合作伙伴关系，携手构筑更加紧密的中非命运共同体提供智力支持和人才支撑。

习近平主席在致中国非洲研究院成立贺信中指出，希望中国非洲研究院汇聚中非学术智库资源，增进中非人民相互了解和友谊，为中非和中非同其他各方的合作集思广益、建言献策，为促进中非关系发展、构建人类命运共同体贡献力量。

中国非洲研究院成立以来，着力打造中非交流平台，密切中非学术交往，促进人心相通；发挥研究基地作用，开展共同研究，助力中非共建“一带一路”；发挥人才高地作用，培养高端专业人才；发挥传播窗口作用，讲好中国故事、非洲故事和中非友好合作故事。

Abstract: Reducing and eradicating poverty is the common goal of human development and a worldwide problem. Since the reform and opening up, China's poverty alleviation and development has spanned more than 40 years, during which it has overcome countless difficulties and made tremendous achievements recognized by the world, and hundreds of millions of peasants have shaken off poverty and lived a moderately prosperous life. China's poverty alleviation and development is an important part of China's road, China's experience and China's development model, and a successful model for poverty alleviation in human society. In its 13th Five-Year Plan, the Chinese government solemnly pledged to eliminate poverty under current standards by 2020 and reduce poverty by more than 10 million people annually in the five years from 2016 to 2020. This report attempts to systematically review the course of China's poverty alleviation and development, summarize China's practices and experiences in poverty alleviation and development in the past decades, examine China's practice model of targeted poverty alleviation, and discuss and analyze the effectiveness of China's poverty reduction and its contribution to world poverty reduction. Since the adoption of reform and opening-up policy in 1978, the past over forty years have witnessed great strides of China's poverty alleviation work amid many trials and tribulations. Hundreds of millions of rural residents have shaken off poverty and attained a moderately high standard of living. China's way of poverty alleviation through development is not only a significant part of China's path and its national development pattern based on past experience, but also a successful model for further poverty relief of the entire human society. Now China's development-oriented poverty alleviation is entering a decisive stage. It is determined that no one shall live in poverty under the current standard by 2020, which means from 2016 to 2020, an average of 10 million people would be lifted out of poverty annually, a pledge solemnly made in the 13 thFive-Year Plan for Economic and Social Development of China.This report will systematically review the course of China's development-oriented poverty alleviation, summarize its practices and experience, and examine the practice patterns of targeted poverty alleviation. Discussions and analyses of the effect of China's poverty reduction efforts as well as its contributions to worldwide attempts are also included.
