中国的脱贫之道

减少和消除贫困是人类发展的共同目标，也是世界性的难题。改革开放以来，中国扶贫开发工作已走过40多年历程，其间克服了无数困难，取得了举世公认的巨大成就，数亿农民摆脱了贫困，过上了小康生活。中国的扶贫开发是中国道路、中国经验和中国发展模式的重要组成部分，是人类社会扶贫的成功典范。中国政府在“十三五”规划中郑重承诺，到2020年现行标准下贫困人口全部脱贫，2016年至2020年每年减少贫困人口1000万以上。本报告试图系统回顾中国扶贫开发历程，总结中国过去几十年扶贫开发的实践和经验，审视中国精准扶贫的实践模式，讨论和分析中国减贫成效及其对世界减贫的贡献。关键词：减贫成果；中国发展模式；发展减贫；可持续发展目标摘要：减少和消除贫困是人类发展的共同目标，长期以来一直是国际社会面临的艰巨任务。自1978年实行改革开放政策以来，过去四十多年来，中国扶贫工作在经历了许多磨难后取得了长足进步。数亿农村人口摆脱了贫困，实现了小康。中国以发展方式消除贫困，不仅是中国道路和国家发展模式的重要部分，也是整个人类社会进一步消除贫困的成功典范。现在，中国以发展为导向的扶贫正进入决定性阶段。根据《中华人民共和国国民经济和社会发展第十三个五年规划纲要》的庄严承诺，到2020年，中国决不允许任何一个人生活在贫困线以下，这意味着从2016年到2020年，平均每年将有1000万人脱贫。本报告将系统回顾中国以发展为导向的扶贫历程，总结其做法和经验，并研究精准扶贫的实践模式。此外，本报告还将讨论和分析中国减贫工作的效果及其对全球减贫工作的贡献。

Reducing and eliminating poverty is a common goal of human development and a worldwide problem. Since the reform and opening up of China, China's poverty alleviation and development efforts have spanned more than 40 years, during which time it has overcome countless difficulties and made great achievements recognized by the world, with hundreds of millions of farmers lifting themselves out of poverty and leading a moderately prosperous life. China's poverty alleviation and development is an important part of China's road, China's experience and China's development model, and is a successful example of poverty alleviation in human society. In its 13th Five-Year Plan, the Chinese government has solemnly pledged to lift all poor people out of poverty by 2020 under the current standards, and to reduce the number of poor people by more than 10 million each year from 2016 to 2020. This report attempts to systematically review the history of poverty reduction and development in China, summarize China's practices and experiences in poverty reduction and development over the past decades, examine China's practice model of poverty reduction, and discuss and analyze the effectiveness of poverty reduction in China and its contribution to poverty reduction in the world. Keywords: poverty reduction achievements; China's development model; development and poverty reduction; sustainable development goals Abstract: Reducing and eradicating poverty is a common goal of human development, and has long been a daunting task facing the international community. Over the past four decades since the implementation of the reform and opening-up policy in 1978, China's poverty alleviation efforts have made great progress after many trials and tribulations. Hundreds of millions of rural people have been lifted out of poverty and have become moderately prosperous. China's development-oriented approach to poverty eradication is not only an important part of China's path and national development model, but also a successful model for further poverty eradication for the entire human community. Now, China's development-oriented poverty alleviation is entering a decisive stage. According to the solemn commitment in the Outline of the Thirteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China, by 2020, China will never allow anyone to live below the poverty line, which means that from 2016 to 2020, an average of 10 million people will be lifted out of poverty each year. This report will systematically review the history of China's development-oriented poverty alleviation, summarize its practices and experiences, and study the practical model of precise poverty alleviation. In addition, this report will discuss and analyze the effectiveness of China's poverty reduction efforts and its contribution to global poverty reduction efforts.
